Natural Gas Industry Develops Horizontal Drilling Pooling Bill
A working group of the West Virginia Oil & Natural Gas Association, which included representatives from Lewis Glasser Casey & Rollins, has completed work on a horizontal drilling statutory pooling legislative proposal. The legislation is modeled on a statute that was drafted earlier by LGCR for the 2010 West Virginia legislative session. The proposed bill deals with unit size, statutory pooling of unleased interests, division orders and other issues essential to the expansion of horizontal drilling in West Virginia. The working group is forwarding the legislative proposal to the Governor’s nine-member natural gas select committee, and it is expected to be introduced for consideration in January in the 2011 West Virginia legislative session.
